Step 1: Israel's Fertility Treatment Landscape
Israel is a world leader in IVF (in vitro fertilization, הפריה חוץ גופית) per capita. The national health system provides among the most generous fertility coverage in the world.
The governing law is the National Health Insurance Law (חוק ביטוח בריאות ממלכתי), and an annual committee (ועדת סל בריאות) decides what enters the basket. Funding covers the first 2 living children, with the woman's own eggs from 18 until her 45th birthday and with a donated egg until 54. There is no general cycle cap, but a limit applies from age 42 (Step 2). Treatment happens in licensed fertility units, mostly in public hospitals.

Step 2: Health Basket Coverage for Fertility
The health basket (sal briut, סל בריאות) defines what is covered under the National Health Insurance Law.
