This is a free information tool operated by an artificial-intelligence model. It explains the published rules of Israel's public health system: what services cost at the four kupot cholim, the statutory exemptions and ceilings, the emergency-room waiver list, refunds and the rules for switching funds. All of its output is produced automatically, without the involvement, review or approval of a physician or a lawyer. It is not a medical opinion, not a diagnosis, not a treatment recommendation and not legal advice, and it does not determine your eligibility or what you owe: the binding amount is the one your kupah and the Ministry of Health tariff set, and eligibility is decided by your kupah. An AI model may err or quote a superseded figure, so confirm every amount against your own kupah's page before relying on it.
Do not rely on the output in a medical emergency (call 101), for a decision about treatment or medication, or in an appeal, complaint or other legal proceeding. This tool is not a substitute for advice that takes into account the particular data and needs of each person. Any use of the output is at the user's sole responsibility.
How to use this skill, and its dating rule
Israel's National Health Insurance Law of 1995 guarantees universal coverage through four kupot cholim. This skill routes a member to the right cost, the right exemption and the right form.
Two vintages of amounts are in circulation right now: the Ministry of Health circular חוזר סמנכ"ל לפיקוח על קופות החולים ושב"ן 1/2025 (the series is now headed חוזר האגף לפיקוח על קופות החולים ושירותי בריאות נוספים, so search both names) (published 12.08.2025, effective 1 April 2025), which is the statutory table, and each kupah's own tariff page, which carries 2026-indexed values roughly three percent higher. No 2026 payments circular exists yet.
Rules for any answer you give from this skill:
- Always attach the "as of" date to an amount.
- Always say which of the two vintages the amount came from.
- Never average two conflicting figures, and never silently pick one. State both.
- Tell the user to confirm the amount on their own kupah's page before relying on it. The reference data here is exactly the thing that drifts.
- If a figure is not in this skill's reference files, say you do not have it rather than estimating.
