A project setup tool for GRACE, a project-management methodology. It creates a docs folder, an AGENTS.md file, and XML templates for requirements, technology, plans, verification, knowledge, and operations.

It is for bootstrapping the documentation and contracts needed when beginning a project with GRACE.

It gives a new GRACE project a standard set of planning and documentation files from the start.
