meter-verify

meter-verify is a skill for Claude Code, Codex from Snowflake-Labs/cocoplus. It costs 23 tokens per session (403 once invoked), scanned A, original, MIT.

A verification command for checking whether a CocoMeter run has evidence of a lasting, user-visible result at outcome level L4.

In plain words
What is it for?
It is for reviewing a run, reporting its evidence source, confidence, and outcome level, and optionally adding a verification record without changing raw usage data.
Why use it?
It separates recorded activity from proof that the work actually produced its intended result. It also shows what evidence is missing before the result can be trusted.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00023 $0.00403
Opus 5 $0.00012 $0.00201
Sonnet 5 $0.00005 $0.00081
Haiku 4.5 $0.00002 $0.00040

Security

Grade A, and why

meter-verify scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 8d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Your objective is to implement $meter verify <run-id> [--evidence "<description>"] [--update].

Before proceeding, verify that .cocoplus/ exists. If not, output: "CocoPlus not initialized in this directory. Run $pod init to begin." Then stop.

Contract

Read the matching meter record from .cocoplus/meter/, .cocoplus/lifecycle/meter/, or the active session meter file. Compare the recorded output against explicit evidence supplied by the operator or available in lifecycle artifacts.

Report:

  • Run ID
  • Evidence source
  • Outcome level, including whether L4 was reached
  • Verification confidence
  • Any missing proof needed before the result can be treated as verified

If --update is supplied, append a verification envelope with timestamp, evidence summary, confidence, and outcome level to the run's meter artifact. Do not overwrite raw usage counters or transcript reconciliation data.

Exit Criteria

  • Missing run records produce a clear "not found" result.
  • Verification distinguishes measured activity from outcome proof.
  • L4 is claimed only when the artifact demonstrates durable user-visible outcome.
  • --update preserves existing metering fields and appends verification metadata.

Anti-Rationalization

Shortcut / Temptation Why It Fails
Treat the skill as complete because the file exists Skill contracts must describe observable behavior and verification, not just command names.
Skip artifact and safety checks for a small command Small commands still mutate state or guide execution; preserve the same gates.
Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

meter-verify is a skill published in the GitHub repository Snowflake-Labs/cocoplus (720 stars, last pushed 9d ago), licensed MIT. It adds 23 tokens to every session and 403 once invoked, about $0.0001 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-09-03.
