DropdownSelect，箭头随实际控件高度缩放；破坏性操作用ConfirmActionDialog，禁止业务原生 select /window.confirm()。 - 新增纵向滚动默认复用
features/common/vertical-scrollbar.tsx并隐藏原生纵向滚动条；横向、第三方编辑器内部及协议组件自带滚动可保留专用实现。 - UI 图标使用本地 SVG /

对比已有债务与本次新增问题，不为通过检查顺手重写无关样式。检查器全量检查 semantic.css 和公共组件；feature CSS 只阻塞相对 CSS_CONTRACT_BASE（默认 origin/main）的 merge-base 变更文件及未跟踪文件，避免历史债务阻塞。需要其他基准时设置该环境变量。它也检查十六进制、颜色函数和 CSS 命名颜色；四个主题文件检查是否缺失。feature TSX 行内颜色、原生 select/confirm 和自定义主题映射需另外检查。
运行改动文件的 Prettier 检查及 AGENTS.md 要求的代码门禁。验证受影响主题、自定义 accent、控件状态和平台分支；报告结果、历史债务与未验证平台。
