civil-service-pay-governance

civil-service-pay-governance is a skill for Claude Code from taivop/marketplace. It costs 32 tokens per session (346 once invoked), scanned A, original, MIT.

A retrieval guide for Estonia’s Ministry of Finance documents on civil-service pay, job evaluation, salary disclosure, and related templates.

In plain words
What is it for?
Use it to find direct document links, identify their format and version, and read the annual spreadsheet’s original Estonian column headings.
Why use it?
It helps locate the right PDF or spreadsheet and keeps different guidance, versions, and document categories separate. It also prevents confusing a blank disclosure template with published salary records.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00032 $0.00346
Opus 5 $0.00016 $0.00173
Sonnet 5 $0.00006 $0.00069
Haiku 4.5 $0.00003 $0.00035

Security

Grade A, and why

civil-service-pay-governance scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 12d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Civil Service Pay Governance

Access

  • Index: https://www.fin.ee/riigihaldus-ja-avalik-teenistus-kinnisvara/avalik-teenistus/palgakorraldus
  • No authentication is required; documents are direct PDF/XLSX links.

Retrieve

Fetch the index and parse anchors whose URLs end in .pdf or .xlsx. Keep the anchor text and nearby heading so guidance, higher-official salary calculations, disclosure instructions, and disclosure templates remain distinguishable.

For the annual template, choose the link labeled with the requested year and põhipalgad vorm. Its Põhipalk sheet contains the disclosure columns Asutus, Struktuuriüksus, Ametikoht, Eesnimi, Perekonnanimi, Ametniku koormus ametikohal, and Põhipalk.

Return

Return the index URL, document title, direct URL, format, year/version from the label, document category, and retrieval time. Preserve the template's original Estonian headers.

Limits

  • The XLSX is a disclosure template, not the completed salary dataset. Use public-sector-statistics-fin for published salary records.
  • Guidance and methodology documents have independent version dates; do not infer that every file is annual.

Verify

Require direct PDF/XLSX signatures and, for the template, the Põhipalk sheet plus the expected disclosure columns.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
