lobby-meetings

lobby-meetings is a skill for Claude Code from taivop/marketplace. It costs 26 tokens per session (352 once invoked), scanned A, original, MIT.

A data-retrieval tool for public records of meetings between lobbyists and Estonia's prime minister or Government Office officials. The records are published in quarterly XLSX files, which are spreadsheet files.

In plain words
What is it for?
Use it to collect meeting dates, officials, lobbyists or organizations, subjects, and source information for a chosen year or quarter. It can parse the available spreadsheets and remove exact duplicate rows from revised files.
Why use it?
It avoids manually finding, downloading, and combining meeting disclosures from a government website. It also preserves the published names, sources, and workbook details needed to trace each record.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00026 $0.00352
Opus 5 $0.00013 $0.00176
Sonnet 5 $0.00005 $0.00070
Haiku 4.5 $0.00003 $0.00035

Security

Grade A, and why

lobby-meetings scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 12d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Government Office Lobby Meetings

Access

  • Index: https://www.riigikantselei.ee/asutus-uudised-ja-kontakt/lobitegevus/lobistidega-kohtumised
  • Public server-rendered HTML with quarterly XLSX files; no login is required.

Retrieve

  1. Fetch the index and select the required year/quarter accordion.
  2. Extract the .xlsx link, resolving relative /sites/default/files/documents/... paths against the index URL.
  3. Download and parse with a spreadsheet library.

Use the workbook's own headers. Typical fields identify the meeting date, official, lobbyist/person or organization, and subject. Preserve all sheets because revised files or explanatory tabs may accompany the records.

Return

  • Return one row per disclosed meeting with year, quarter, date, official, lobbyist/organization, subject, original workbook/sheet, source URL, and retrieval time.
  • Preserve names and organization labels exactly as published.
  • Deduplicate only exact repeated rows across revised quarter files, and retain the revision source.

Limits

  • The page covers the prime minister and Government Office; other public bodies publish their own disclosures.
  • File naming dates do not always equal the covered quarter or revision date.
  • Absence from a disclosure file is not evidence that no contact occurred.

Verify

  • Require the index to expose multiple year accordions and multiple .xlsx links.
  • Require each workbook to begin with the ZIP signature PK and contain at least one nonempty worksheet with the expected meeting fields.
Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
