open-data

open-data is a skill for Claude Code from taivop/marketplace. It costs 23 tokens per session (350 once invoked), scanned A, original, MIT.

A retrieval guide for discovering Estonian public datasets through the national open-data portal. It reads the portal’s RSS catalog, which is a machine-readable feed of dataset updates, then identifies useful dataset pages and direct downloads.

In plain words
What is it for?
Use it to search dataset titles and descriptions in Estonian or English, then collect the publisher, license, update date, formats, and access links.
Why use it?
It gives you a fallback when you do not know which official source or API contains the data. It also warns that a dataset page may describe a source without providing a working download.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00023 $0.00350
Opus 5 $0.00012 $0.00175
Sonnet 5 $0.00005 $0.00070
Haiku 4.5 $0.00002 $0.00035

Security

Grade A, and why

open-data scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 5d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

National Open Data Discovery

Access

Public RSS catalog at https://andmed.eesti.ee/api/rss/feed. The interactive portal may require a browser or normal user agent, but the RSS feed is directly machine-readable.

Retrieve

  1. Download and parse the RSS feed.
  2. Search item title and description using both Estonian and English terms.
  3. Use link/guid to open the matching dataset page, then capture publisher, update date, license, formats, and direct distributions.
  4. Prefer an existing source-specific recipe when the dataset points to a known API or registry.

RSS items contain title, description, link, guid, and pubDate. The feed contained 2,831 items in the 2026-07-14 verification run.

Return

Return a short ranked list with dataset title, owner, dataset-page URL, update date, description, license, format/access method, direct data URL, and recommended next recipe. Do not return the whole catalog.

Limits

  • RSS describes dataset updates; it does not expose every portal facet or all distribution metadata.
  • A dataset page can describe a source without providing a working distribution. Verify the final API/file separately.
  • Use this only as fallback discovery, not as a substitute for a known acquisition recipe.

Verify

Require HTTP 200 application/rss+xml, root rss, a channel, and non-empty item elements containing title, link, and publication date. Verify the selected dataset's final distribution before claiming data access.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

open-data is a skill published in the GitHub repository taivop/marketplace (17 stars, last pushed 9d ago), licensed MIT. It adds 23 tokens to every session and 350 once invoked, about $0.0001 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-09-04.
