/clean-instantiate — Clear-Then-Bootstrap Procedure

The clear-then-bootstrap ceremony a client runs ONCE on a freshly-cloned/templated canon repo, BEFORE /ecosystem-init, to strip canon's coordination-substrate identity so the client's new ecosystem carries ZERO canon operator/trust identity (brief directive #1 — non-contaminating instantiation).
