Implementation Details
Parameters

Steps
- Validate the user exists in the IdentityUser store
- Verify the user's IsActive status is false
- Use OpenIddict's token revocation service to invalidate all tokens for the user
- Log the revocation event with administrator context for audit purposes
- Return success confirmation
