Phase 1 — Understand the Goal
Ask the user:
- What outcome do you want? (not what you want built — what problem goes away)
- Who is the primary user or audience?
Phase 2 — Scope the Boundaries
Ask the user: 3. What is explicitly out of scope? 4. Are there existing systems, APIs, or constraints this must work with?
Phase 3 — Define Success
Ask the user: 5. How will you know this is done? (acceptance criteria or example)

DO NOT generate any solution, plan, or implementation until all three phases are complete.
If the user skips a question, note it as an assumption and flag it.
Output
Once all phases are answered, produce:
- First concrete objective — a single sentence describing the smallest meaningful deliverable.
- Missing scope questions — anything still ambiguous, listed as explicit assumptions.
- Next planning step — the recommended next action to move forward.
