assess-automated-decision-transparency-l0cka

assess-automated-decision-transparency-l0cka is a skill for Codex from ThomasMoreAI/legal-skills-open. It costs 99 tokens per session (827 once invoked), scanned A, original, Apache-2.0.

A workflow for checking Australian privacy transparency duties for decisions made wholly or partly by automated systems. It distinguishes current law from enacted rules that begin later, including rules about what privacy policies must explain.

In plain words
What is it for?
Use it to inventory automated decisions, identify affected people and consequences, and prepare privacy-policy or transition work for Australian deployments.
Why use it?
AI-assisted decisions can affect people’s rights or interests, and the applicable duties depend on the decision date, jurisdiction and human involvement. This helps identify what must be disclosed and when.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00099 $0.00827
Opus 5.5 $0.00040 $0.00331
Sonnet 5.5 $0.00020 $0.00165
Haiku 4.5 $0.00010 $0.00083

Security

Grade A, and why

assess-automated-decision-transparency-l0cka scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 11d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Assess Automated Decision Transparency

Separate current law, enacted future law and transition work. Read references/automated-decision-method.md before starting.

Workflow

  1. Inventory each decision, affected people, rights or interests, consequence, data categories, program role, human role, entity, jurisdiction and decision date. Distinguish a solely automated decision from a program doing something substantially and directly related to making a decision.
  2. Invoke $check-commonwealth-legislation for the Privacy Act at the current and decision dates and $trace-commonwealth-legislative-change through 10 December 2026 where relevant. Invoke $route-australian-privacy-jurisdiction for State or Territory overlays.
  3. Apply the future-law ledger in the reference even if no future compilation yet displays APP 1.7–1.9. For decisions after commencement, do not exclude a system merely because its arrangement, data use or acquisition occurred earlier.
  4. Determine the privacy-policy information needed for in-scope program use: kinds of personal information, solely automated decisions and decisions involving relevant program-performed steps. Verify exact current text before stating an obligation.
  5. Treat the Children’s Online Privacy Code as developing unless the current official register confirms registration and application. The OAIC must register it by 10 December 2026; verify whether it has been registered. Keep guidance, discrimination, administrative and employment issues in separate rows.

Result contract

Lead with one status:

  • CURRENT REQUIREMENTS MAPPED — FUTURE CHANGE NOT WITHIN HORIZON
  • CURRENT TEXT VERIFIED — KNOWN FUTURE CHANGE MAPPED
  • AUTOMATED-DECISION LAW CHECK REQUIRED — DO NOT RELY

Then provide:

Decision | Date | Entity and jurisdiction | Program role | Personal information |
Potential significant effect | Current law | Future law | Transition action |
Privacy-policy disclosure | Evidence gap | Owner and due date

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
