- Vai se escrever parecer e é preciso estruturar a fundamentação (com o art. 28 no horizonte).
- O ente precisa defender ato antigo julgado por régua nova.
- Tribunal de contas ou decisão judicial invalidou ato/contrato sem enfrentar o efeito da anulação.
- Há espaço para solução negociada (compromisso do art. 26) em vez de litígio.
- A procuradoria quer estabilizar o entendimento internamente (art. 30) e reduzir acervo.
