Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00493 | $0.03262 |
| Opus 5.5 | $0.00197 | $0.01305 |

Grade A, and why
quebec-municipal-law-vezril scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 26d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 123 lines — stays where its author put it; the contents beside it link to each section on GitHub.
The Municipal Code of Québec (C-27.1)
Quebec's general statute for local (mainly rural) municipalities and regional county municipalities (RCMs / MRCs). A heavily hollowed-out 1916 statute — 1,566 numbered sections, a large fraction now (Repealed) as subject areas migrated to dedicated Acts.
Information, not legal advice
I'm not a lawyer. This is a map of the statute. Text parsed from the current official LégisQuébec consolidation (retrieved 2026-07; the file's own modified date is 2025-11-03 — re-check currency). Note: the Code is officially French; the English is a translation, and for litigation the French governs.

⚠️ Two traps, up front
1. Which regime applies? (art. 1)
"This Code applies to every municipality of Québec, subject to any inconsistent provision of the charter of the municipality. However, it does not apply to a municipality governed by the Cities and Towns Act (chapter C-19) … or to a northern, Cree or Naskapi village."
Municipal Code and the Cities and Towns Act are parallel regimes, not layers — you read one or the other. Refinements: charters win (Montréal, Québec City have their own); art. 2 lets a municipality migrate by letters patent; and art. 4 deems a C-19 city inside an RCM's territory to be a Code municipality for the RCM's purposes — so the Code reaches into cities via the RCM. Verify your municipality's regime; don't infer it from the name.
2. Zoning is not in here
Land-use planning and zoning live in the Act respecting land use planning and development (c. A-19.1 — the LAU), not the Municipal Code. Zoning by-laws, the urban plan, the RCM's schéma d'aménagement, subdivision and construction by-laws, minor variances (dérogations mineures), the comité consultatif d'urbanisme, and the register/referendum process for zoning changes are all A-19.1.
What ships with it
2 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

quebec-municipal-law-vezril is a skill published in the GitHub repository ThomasMoreAI/legal-skills-open (95 stars, last pushed 15d ago), licensed Apache-2.0. It adds 493 tokens to every session and 3,262 once invoked, about $0.0020 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-02.
