What it costs to keep this loaded

Performs read-only product consistency analysis:
- PDR Quality — completeness, clarity, standards compliance
- PDR→PRD Drift — decisions not reflected in PRD
- PRD→PDR Drift — PRD elements without supporting PDRs
- Cross-PDR Consistency — conflicts between PDRs
- Staleness — outdated references, placeholders, deprecated PDRs still referenced
