plan-review is a skill for Claude Code from tmchow/tmc-marketplace. It costs 203 tokens per session (2,085 once invoked), scanned A, original, MIT.

A review workflow for product requirements documents, brainstorming notes, technical plans, design documents, and other specifications.

In plain words
What is it for?
Use it to quality-check a planning document and organize findings by severity, from issues that block work to optional improvements.
Why use it?
It finds unclear requirements, missing details, risks, and inconsistencies before implementation starts, using several reviewer perspectives.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00203 $0.02085
Opus 5 $0.00102 $0.01043
Sonnet 5 $0.00041 $0.00417
Haiku 4.5 $0.00020 $0.00209

Security

Grade A, and why

plan-review scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 11d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

How it starts

The opening of the file, as written. The whole thing — 186 lines — stays where its author put it; the contents beside it link to each section on GitHub.

Plan Review

Reviews PRDs, brainstorms, and technical plans using dynamically selected reviewer personas. Spawns parallel sub-agents that return structured JSON, then merges and deduplicates findings into a single report.

When to Use

  • After writing a PRD
  • After writing a technical plan
  • When feedback is needed on any planning document
  • Can be invoked standalone or called by iterative:brainstorming/iterative:tech-planning skills

Priority Scale

All reviewers use HIGH/MEDIUM/LOW:

Level Meaning Action
HIGH Blocks execution; cannot start the next step without resolving Must fix before proceeding
MEDIUM Creates risk; work can start but likely leads to rework or confusion Should fix
LOW Improvement opportunity; plan works but could be clearer or tighter Author's discretion

Reviewers

6 personas in three tiers. See references/persona-catalog.md for the full catalog.

Document-type (exactly 1 — selected by document type):

Agent Selected when Identity
prd-reviewer Document is a PRD or brainstorm Senior product leader evaluating product document quality
tech-plan-reviewer Document is a tech plan Implementer evaluating whether they can code from this plan

Always-on (every review):

Agent Focus
coherence-reviewer Internal consistency, contradictions, terminology drift, structural issues

Conditional (selected per document):

Agent Select when document...
skeptic-reviewer Proposes abstractions, multi-layer architecture, plugin systems, or infrastructure ahead of need
feasibility-reviewer Is a tech plan that proposes architecture, external integrations, or performance constraints
scope-guardian-reviewer Is a PRD with multiple priority levels and potential conflicts, unclear scope boundaries, many requirements where goal alignment isn't obvious, or goals that don't connect to requirements

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
