Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00013 | $0.02986 |
| Opus 5 | $0.00006 | $0.01493 |
| Sonnet 5 | $0.00003 | $0.00597 |
| Haiku 4.5 | $0.00001 | $0.00299 |
Grade A, and why
compliance-regulatory scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 7d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 372 lines — stays where its author put it; the contents beside it link to each section on GitHub.
name: compliance-regulatory description: Twilio regulatory compliance guide. Use when dealing with A2P 10DLC registration, regulatory bundles, TrustHub identity, number compliance, or carrier requirements.
Compliance & Regulatory Skill
Guide for Twilio regulatory compliance: A2P 10DLC messaging registration, regulatory bundles for phone numbers, TrustHub identity verification, and end-user management. Load this skill when dealing with number compliance, brand registration, or carrier requirements.
Quick Decision: What Compliance Do You Need?
| Scenario | Required Compliance | Urgency |
|---|---|---|
| Sending SMS in the US via local numbers | A2P 10DLC registration | Critical — unregistered = blocked |
| Sending SMS via toll-free numbers | Toll-free verification | High — required for production |
| Buying phone numbers in regulated countries | Regulatory bundles | Blocking — can't buy without |
| Sending WhatsApp messages | WhatsApp Business approval | Required — no approval = no sending |
| High-volume messaging | Messaging Service + campaign | Required for throughput |
A2P 10DLC (US SMS Compliance)
What It Is
Application-to-Person 10-Digit Long Code. US carriers require businesses sending SMS via local numbers to register their brand and use cases. Without registration, messages get error 30034 (blocked by carrier).
Registration Flow
1. Create Customer Profile (TrustHub) → brand identity
2. Register Brand → carrier vetting (1-7 business days)
3. Create Campaign → describe your use case
4. Associate Numbers → link phone numbers to campaigns
5. Start Sending → with approved throughput
Step 1: Customer Profile (TrustHub)
// Create customer profile
const profile = await client.trusthub.v1.customerProfiles.create({
friendlyName: 'My Business Profile',
policySid: 'RNxxxxxxxx', // A2P messaging policy
email: '[email protected]',
});
// Create end user (the business entity)
const endUser = await client.trusthub.v1.endUsers.create({
friendlyName: 'My Business',
type: 'customer_profile_business_information',
attributes: {
business_name: 'Acme Corp',
business_type: 'Corporation',
business_registration_identifier: 'EIN',
business_registration_number: '12-3456789',
business_industry: 'TECHNOLOGY',
website_url: 'https://acme.example.com',
social_media_profile_urls: '',
business_regions_of_operation: 'USA_AND_CANADA',
},
});
// Assign end user to profile
await client.trusthub.v1
.customerProfiles(profile.sid)
.customerProfilesEntityAssignments.create({
objectSid: endUser.sid,
});
// Submit for review
await client.trusthub.v1.customerProfiles(profile.sid).update({
status: 'pending-review',
});
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

compliance-regulatory is a skill published in the GitHub repository wittyreference/twilio-claude-plugin (2 stars, last pushed 3mo ago), licensed MIT. It adds 13 tokens to every session and 2,986 once invoked, about $0.0001 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-08-31.
