xfuel-govern-vexf

xfuel-govern-vexf is a skill for Claude Code, Codex from XFuel-Lab/xfuel-protocol. It costs 98 tokens per session (853 once invoked), scanned A, original, Apache-2.0.

Instructions for XFuel veXF governance, where XF token holders lock tokens to receive voting power. They cover checking voting power, preparing proposals, and voting on protocol decisions such as fees, treasury spending, and emergency pauses.

In plain words
What is it for?
They are for checking an address’s voting power, preparing a token lock, creating governance proposals, and preparing yes-or-no votes on existing proposals.
Why use it?
They turn governance choices into the required parameters and transaction data while documenting proposal types and voting thresholds. This helps avoid submitting incomplete or incorrectly structured actions.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00098 $0.00853
Opus 5 $0.00049 $0.00426
Sonnet 5 $0.00020 $0.00171
Haiku 4.5 $0.00010 $0.00085

Security

Grade A, and why

xfuel-govern-vexf scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 12d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

XFuel: veXF Governance

Lock XF, check voting power, create proposals, and vote.

Prerequisites

  • THETA_RPC_URL (a Theta ETH-RPC endpoint — public or dedicated; not ZAN, which does not serve Theta RPC) and VE_GOVERNANCE_ADDRESS (see deploy/manifests/).
  • Writes are signed server-side or out-of-band; this skill builds calldata.

Parameters

Name Required Description
action yes power | lock | propose | vote.
address for power Address to read voting power for.
amount_wei / unlock_time for lock XF amount + unix unlock time (rounded to week).
proposal_type for propose enum index: see table below.
target_circuit / description / execution_data for propose Proposal payload.
proposal_id / support for vote Proposal id + yes/no.

Proposal types & quorum

Index Type Quorum Controls
0 CircuitPriority 10% Priority routing
1 LPAllocation 15% GET sub-allocation
2 FeeStructure 20% Fee BPS / splits
3 TreasurySpend 25% Expenditures >$50K
4 EmergencyPause 5% + 67% supermajority Circuit breakers

Confirm the exact enum ordering against veXFGovernance.sol (ProposalType) before submitting; pass the numeric index.

Procedure

  1. power — read current voting power:

    import { XFuelOnChain } from 'xfuel-sdk/onchain';
    const gov = new XFuelOnChain({ rpcUrl: process.env.THETA_RPC_URL, veGovernanceAddress: process.env.VE_GOVERNANCE_ADDRESS });
    const power = await gov.getVotingPower(address);

  2. lockgov.encodeLock(amount_wei, unlock_time) → submit calldata. (Verified signature: lock(uint256 amount, uint256 unlockTime).)

  3. proposegov.encodeCreateProposal(proposal_type, target_circuit, description, execution_data). Requires non-zero voting power.

  4. votegov.encodeVote(proposal_id, support). Replay protection is via the contract's hasVoted mapping — there is no nullifier parameter (do not pass one; older docs are inaccurate).

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
