Use this when the user asks to:

Workflow
- Identify the target skill directory. If the user only names a skill, resolve its installed path before editing.
- Read
references/copyright-comment-policy.mdfor target files, skip rules, and comment styles. - Run a dry run first:

- Apply the core Markdown pass unless the user requested a broader scope:
