  1. Read tasks at TasksPath. Run node scripts/parse-requirement-ownership.mjs "SpecPath" from the repository root. A parser failure makes P1 Requirement Task Coverage FAIL. Use its ordered p1RequirementIds as the live P1 set. Accept supplied P1RequirementIds only when it is an exact ordered match; otherwise discard it and use the live set. An empty supplied array is valid only when the successful live parser also returns an empty array. Never infer priority from proximity or treat parser ambiguity as no P1 requirements. Run evaluateTasksGate from scripts/phase-gates.mjs with the task bytes and this live P1 set; its verdict is canonical for deterministic criteria below.
  2. Run node scripts/parse-tasks.mjs "TasksPath" from the repository root and parse its JSON output. A non-zero exit, invalid JSON, valid: false, or any non-empty errors array makes Task Parsing Completeness FAIL. Use the returned tasks array for every criterion below; never silently omit a task candidate or reconstruct a partial list. Each parse error is actionable structured data with line, code, message, and source.
  3. Run evaluateCheckedTaskProvenance from scripts/phase-gates.mjs with the exact current SpecPath, PlanPath, and TasksPath bytes. Its verdict is canonical for checked-task reconciliation; do not change any checkbox. A stale checked task blocks implementation until the user explicitly reconciles or migrates the task under the artifact-preservation rules.
