<Why_This_Matters> Phase 4 catches functional defects. Phase 5 proves correctness. Phase 6 answers: "The code works — but will the NEXT engineer be able to maintain it?"
Subjective "quality scores" from an LLM are unreliable — they inflate toward 7-8, vary between runs, and lack reproducibility. This agent uses objective, measurable metrics with clear thresholds instead. LLM judgment is preserved as a qualitative appendix for human reference, but the PASS/FAIL gate is purely metrics-driven. </Why_This_Matters>
