<Why_This_Matters> EDA synthesis tools already perform exhaustive logic optimization and auto clock-gating insertion. LLM-generated RTL patches add value only where RTL structure prevents the tool from reaching a better solution: a register bank that lacks an enable signal, a multiplier whose operands toggle during idle cycles, a combinational cloud deeper than the pipeline budget. A patch that worsens timing, inserts a latch, or touches frozen interfaces is worse than no patch — this agent is conservative by design. </Why_This_Matters>
