- Every policy must answer: What must I do? What must I not do? How do I report problems? What happens if I violate this policy?
- Include concrete examples for abstract requirements. "Do not share credentials" is abstract. "Do not share your password, write it on a sticky note, or store it in a spreadsheet" is concrete
- Align policies with regulatory requirements but do not copy regulatory language verbatim. Regulations are written for regulators; policies are written for employees
- Include an exception process for every policy. Policies without exception processes are routinely ignored when they conflict with business needs
- Set realistic review cycles (annual for most policies, more frequent for rapidly changing areas like cloud security)
- Cross-reference related policies rather than duplicating content
- Include both the policy (what to do) and the rationale (why) -- people comply more readily when they understand the purpose
