BCQuality is a curated, citable BC knowledge base consumed from an external clone (multi-root, per aldc.yaml). It is a citation/audit layer — it does not replace the A–G checklist or the auto-applied instructions; it adds findings backed by a knowledge file.
Resolve the home from aldc.yaml → external.bcquality.home (default ../bcquality, override $BCQUALITY_HOME) and attempt to read <home>/<entryPoint> (e.g. ../bcquality/skills/entry.md) before deciding. The external root lives outside the project and won't surface unless you read its path explicitly — a successful read is the mounted signal: consult BCQuality scoped to this phase's changed objects and cite each finding to its knowledge file in the review. If the probe fails (entry point absent — the default until installed), record BCQuality as not-applicable, note "BCQuality unavailable — reviewed via ALDC skills + auto-applied instructions", and review against the full A–G checklist below. A missing knowledge layer never blocks the review.
