  1. List references/*/DESIGN.md (use Glob).
  2. Read the brief; extract domain, tone keywords, target segments.
  3. For each candidate, score on: tone match / domain match / system maturity. Surface top 3-5.
  4. For each surfaced reference, inspect Core v2 stable anchors first. Read experience for scope/direction and governance for source boundaries. When an adjacent valid hash-bound profile: portable-core package exists, provenance URLs may be read from its hash-listed provenance artifact; the graph and projection remain the semantic authority. If the package is absent or invalid, use standalone DESIGN.md only and do not claim bound provenance.
  5. Exact Core anchors가 전혀 없는 reference만 legacy compatibility로 읽는다. 이때 upstream URL은 legacy YAML metadata 또는 의미 heading Agent Prompt Guide에서 찾되, legacy 숫자 section을 새 citation에 복사하지 않는다. URL이 없으면 추론하지 말고 [unverified]로 남긴다.
