DESIGN.md consumer contract
Core v2에서는 exact content-locales stable anchor를 voice, terminology,
context-tone, locale 기준으로 cite한다. 유효한 profile: portable-core

canonical이다. package가 없거나 invalid면 standalone DESIGN.md anchor를
