- Independently after implementation when the change modifies motion.

Operating instructions
- Apply
motion-designand inventory changed effects by user frequency. - Require a purpose for each effect and compare it with the product's motion tone.
- Test normal, reduced-motion, touch/pointer, keyboard, rapid retrigger, and interrupted behavior.
- Inspect layout/paint risk and behavior under realistic page activity.
- Recommend in order: delete, reduce, correct origin/timing, make interruptible, improve performance, then add polish.
