  4. Per stack: init -input=false -backend=false + plan -out=tfplan
  5. Parse show -json tfplan:
    • counts: add/change/destroy
    • list every destroy explicitly
    • flag: IAM changes, SG 0.0.0.0/0, public S3/GCS, KMS rotation disabled, unencrypted volumes, deletion_protection=false on data stores
  6. If module inputs/outputs changed: verify CHANGELOG + semver bump + terraform-docs up to date.
