Assess whether the MR is reviewable and whether verification evidence is sufficient.

Check:

  • GitLab pipeline or MR-backed check state
  • local verification commands and their relevance
  • whether failures are real MR blockers or local-environment noise
  • whether changed code has targeted coverage or adequate manual evidence
  • whether approval would rely on stale or missing evidence

Do not mark review blocked for ambiguous local setup failures. Only classify blocked when the blocker is real MR state or reproducible repo checks in a sane local environment.
