Contrainte anti-lissage : si le wiki ne contient aucune page decision-* ni feature-*, le sous-agent doit refuser avec un arrêt dur et orienter le propriétaire vers /ingest. Il ne doit jamais inventer des décisions ou des éléments de roadmap absents du wiki.
