A cleanup hook that runs a PowerShell command when the agent finishes responding. It stops listening processes using ports 8200 through 8299.

Cleaning up local development servers at the end of an agent response. It is intended for Windows environments with PowerShell.

It frees development-server ports after a response so leftover processes do not interfere with subsequent work.
