It is for developers building agents for Microsoft 365, Teams, Copilot Studio, Webchat, and related development environments in several programming languages. The catalogue entries are examples and instructions built around these samples.
These files are microsoft/Agent365-Samples's own configuration. They tell Claude Code and GitHub Copilot how to work on this repository, so they are not mods to install elsewhere. Copy one as a starting point and replace the parts that are about this project.
