The limiter is the wallet balance, plus optional list_wallets.policy when
enabled is true (readOnly, maxPerTxUsd, recipient allow-list). Change it
only via set_wallet_policy when the user explicitly asks. Process-wide
IW_READ_ONLY also blocks send_transfer and execute_swap. Prefer a
dedicated hot wallet with limited funds. The agent may send and swap without
a per-transaction confirmation UI; those calls are irreversible once
broadcast. Do not add fake amount caps, rate limits, or modals.
If send_transfer or execute_swap times out, poll get_operation_status /
get_swap_status before retrying. Do not resubmit blindly.
