When schema changes are needed, generate the migration but stop short of applying it.

Allowed
- Applying migrations to a clearly local/throwaway database (an eval DB, an integration-test DB, a freshly-spawned local container) when that's the explicit task.
For schema changes touching active production code paths, prefer a lockstep / two-step deploy. Flag it before merging.
