战略思维团队（议会）的设计原则：
- 3-5人：太多人效率低，太少人视野窄

- 每周固定时间：不是"需要时开"，是每周必开，形成节奏
- 只看远处：不讨论本周/本月的事，不处理运营问题
- 与运营会议完全分离：时间分开、议程分开、参与者分开
CEO拥有最终决策权，但"议会"的多双眼睛帮助导航，防止战略盲区。
