Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00039 | $0.01417 |
| Opus 5.5 | $0.00016 | $0.00567 |
| Sonnet 5.5 | $0.00008 | $0.00283 |

Grade C, and why
plan-graduation scanned grade C with 1 finding against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 1mo ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

- `- **Canonical:** [hub-doc.md](relative/path/to/hub-doc.md)` pointing to an existing hub doc <!-- link-ignore --> How it starts
The opening of the file, as written. The whole thing — 164 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Skill: plan-graduation
Graduate a completed plan into its canonical hub doc and replace the plan file with a symlink.
Usage
/plan-graduation docs/plans/my-plan.md
/plan-graduation docs/plans/my-plan.md --dry-run
Prerequisites
The plan file must already have:
- **Status:** Completeonmain(merged, not just on a feature branch)- **Canonical:** [hub-doc.md](relative/path/to/hub-doc.md)pointing to an existing hub doc
The two-PR rule is enforced by CI (make check-plan-hygiene, gate G10): a plan must be marked Complete on main before it can be replaced with a symlink. Never complete a plan and create its symlink on the same feature branch.
Procedure
1. Verify eligibility
# Confirm the plan is marked Complete on main
git show origin/main:<plan-path> | head -10
# Confirm it has a Canonical link
grep '^\- \*\*Canonical:\*\*' <plan-path>
If Status is not Complete on main, stop. The completion must land on main first in a separate PR.
2. Identify the canonical hub doc
Read the Canonical: metadata from the plan header. The target must be under one of these allowed hub prefixes:
| Hub | Scope |
|---|---|
docs/lidar/ |
LiDAR pipeline, clustering, QC |
docs/radar/ |
Radar pipeline, time-series |
docs/ui/ |
Web frontend, macOS app, PDF generation |
docs/platform/ |
Go packages, deploy, DB, tooling |
config/ |
Config specifications |
data/ |
Maths and data specifications |
3. Consolidate content (if needed)
If the plan contains authoritative content not yet in the hub doc:
- Move or merge that content into the hub doc.
- Update the hub doc to reflect the final implementation state.
- Do not add a "Graduated plan:" link in the hub doc; graduated plan links add noise and point to symlinks that resolve back to the hub doc itself.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

plan-graduation is a skill published in the GitHub repository banshee-data/velocity.report (11 stars, last pushed today), licensed Apache-2.0. It adds 39 tokens to every session and 1,417 once invoked, about $0.0002 per session on Opus 5.5. A static security scan graded it C with 1 finding (hidden instructions). No closer match exists in the catalogue, so it is treated as the original; first seen 2026-09-25.
