skill.move_to_rules

skill.move_to_rules is a skill for Claude Code from causify-ai/helpers. It costs 12 tokens per session (269 once invoked), scanned A, original, Apache-2.0.

A refactoring skill that moves general guidance from a specific skill file into its shared rule file. It then adds a pointer from the skill back to the relevant rule section.

In plain words
What is it for?
Use it when a skill contains general topic rules that should be shared across several skills.
Why use it?
It reduces repeated instructions and keeps reusable guidance in one place. This makes individual skills shorter and helps related skills follow the same rules.

Skill selects an external model or provider that may use a different account or billing plan than the operator expects. Undisclosed model switches can cause unexpected cost or quota consumption.
Fix: Remove the model/provider override or disclose it prominently and require explicit operator approval before invoking an external coding CLI or billed model.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00012 $0.00269
Opus 5.5 $0.00005 $0.00108
Sonnet 5.5 $0.00002 $0.00054
Haiku 4.5 $0.00001 $0.00027

Security

Grade A, and why

skill.move_to_rules scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 1mo ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Goal

  • Given the skill file <SKILL_FILE> passed by the user, move its general content into the corresponding rule file <RULE_FILE>

Workflow

Read Skill Rules and Identify Files

  • Read .claude/skills/skill.rules.md
  • Print the name of the skill and rule file
    Skill file: <SKILL_FILE>
    Rule file: <RULE_FILE>

Find General Content

  • Find the parts that refer to general rules that belong in <RULE_FILE>

Move the Content

  • Move those parts from <SKILL_FILE> to <RULE_FILE>, in the right section

Add a Reference

  • Add a reference to the moved section in <SKILL_FILE>, e.g.:
    - Follow the section `XYZ` from the file `<RULE_FILE>`

Verification

  • <RULE_FILE> contains the moved general content, in the right section
  • <SKILL_FILE> references the moved section instead of restating it
  • No content was lost or duplicated between <SKILL_FILE> and <RULE_FILE>
Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
