Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

These are SkillSpector’s own severities. On a checked sample its high-severity flags on skills were ~96% false positives — a documented command, a public API, a “never do X” rule — so we show them as a caution to read, not a verdict. Why →

What it costs to keep this loaded
Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

Grade A, and why
planning-and-task-breakdown scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 8d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 237 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Planning and Task Breakdown
Overview
Decompose work into small, verifiable tasks with explicit acceptance criteria. Good task breakdown is the difference between an agent that completes work reliably and one that produces a tangled mess. Every task should be small enough to implement, test, and verify in a single focused session.
When to Use
- You have a spec and need to break it into implementable units
- A task feels too large or vague to start
- Work needs to be parallelized across multiple agents or sessions
- You need to communicate scope to a human
- The implementation order isn't obvious
- The user asks to grill or stress-test a draft plan before implementation
When NOT to use: Single-file changes with obvious scope, or when the spec already contains well-defined tasks.
Output Location
By default, save the plan to docs/plans/{area}/PLAN-{prd-name}-{phase}.md:
{area}— the functional area; match the area of the PRD this plan implements.{prd-name}— the name of the PRD this plan implements (e.g.PRD3-tournament-copy). If there is no PRD, use a short kebab-case topic slug instead.{phase}— include a phase suffix only when the plan is deliberately split across more than one plan file. For a single-file plan, drop it (PLAN-{prd-name}.md).
The task list is embedded in the plan file as the ## Task List section. Do not create a separate todo.md.
Match the project's existing docs vs Docs capitalization, and create the directory if it does not exist.
Project overrides: if .ai/agent-fleet-overrides.md has a ## planning-and-task-breakdown section, its keys (plan-dir, naming, todo) override these defaults — todo: separate restores a standalone todo.md. See docs/agent-fleet-setup.md.
The Planning Process
Step 1: Enter Plan Mode
Before writing any code, operate in read-only mode:
- Read the spec and relevant codebase sections
- Identify existing patterns and conventions
- Map dependencies between components
- Note risks and unknowns
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

planning-and-task-breakdown is a skill published in the GitHub repository chankov/agent-fleet (15 stars, last pushed yesterday), licensed MIT. It adds 67 tokens to every session and 1,990 once invoked, about $0.0003 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-08-31.
