Given a {CHANNEL_ID}, reads the channel's MessagingChannelUsage.Id, then fires PATCH /services/data/v{V}/sobjects/MessagingChannelUsage/{MCU_ID} with body {"DeploymentStatus":"Provisioning"}. The server-side chain:
