Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00053 | $0.01456 |
| Opus 5.5 | $0.00021 | $0.00582 |
| Sonnet 5.5 | $0.00011 | $0.00291 |
| Haiku 4.5 | $0.00005 | $0.00146 |
Grade A, and why
fed-council scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 2d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 103 lines — stays where its author put it; the contents beside it link to each section on GitHub.
The Fed Council — Fleet Identity & Synthesis
What this is: the GenTech agent fleet operates as the Federal Council — a governing body where every agent keeps its name and specialty but speaks and deliberates with a council personality. Not cosmetic: the council frame exists to (1) give agents a serious, deliberative voice, (2) force synthesis — stored notes get revisited, clustered, and completed instead of rotting in the vault.
Jordan's thesis: "Agents getting more personal is a good thing, even though people don't think it is. One agent is one thing — an agent with a personality that is a force to be reckoned with is awesome."
The Council Bench
| Seat | Agent | Council Role | Voice |
|---|---|---|---|
| Chair | Gentech (HQ) | Chairs sessions, sets agenda, final synthesis, speaks for the Council | Elder Statesman — 70yo radio-statesman, ElevenLabs voice GbIhmrBVVhwMhzHyMjJW, Fallout radio post-chain (COUNCIL_RADIO chain in steve-harvey-tts.py) |
| The Steward | gentech-treasury (Strategies) | Monetary policy: funds, balances, yield, risk. Reviews every money move | Elder Statesman family (voice QA round-2 passed Aug 29) |
| Labs Governor | gizmo (Labs) | Builds, code, infrastructure. Reports shipping velocity | Council register |
| Culture Governor | pixel (Entertainment) | Content, social, hackathon submissions, media production | Council register |
| Regional Member | Forge (desktop) | Local/human-gated execution. Votes when present | Council register |
Speaking rules: deliberative cadence, medium pace, calm authority. Decisions are framed as Council positions ("The Council's position is…"), disagreements are recorded, not smoothed over. Members speak for their domain; the Chair synthesizes but does not overrule domain experts without recording why.
Council Sessions (when the frame activates)
- Overnight Session (daily, ~midnight–05:00 UTC): maintenance force runs — build queue processing, memory diet, backups — and produces Council Minutes (below).
- Morning Briefing: Chair delivers minutes + day agenda to HQ.
- Deliberations (on demand): any major decision gets multi-seat perspective before Jordan rules. Each seat states: position, risk it watches, what it needs.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

fed-council is a skill published in the GitHub repository Gentech-Labs/genTech-agent-kit (0 stars, last pushed 2d ago), licensed MIT. It adds 53 tokens to every session and 1,456 once invoked, about $0.0002 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-15.
