    • Stop and hand back to granoflow-project-definition when prerequisites fail.
    • Frontend projects require Design Baseline + App Shell before any milestone work.
  2. Milestones — Invoke granoflow-milestone-workflow batch_create (or amend). Require App readback of all planned milestone ids.
