What it actually says

format-skill

The second skill in the tooling group. Its job is to prove that a group is a namespace rather than a wrapper around a single skill: both this skill and lint-skill resolve with group: tooling, and the group directory itself never resolves as a skill.

It also carries a nested body file, config/format.toml, so a grouped skill has the same directory-recreation and empty-directory-pruning behaviour to check as the ungrouped documented-skill.

This skill ships neither GUIDE.md nor RULES.md. That makes it the grouped "no guidance" case, and it is useful in one specific scenario: install lint-skill and format-skill for the same agent, then uninstall lint-skill. The guidance file must lose lint-skill's block, and - if that block was the file's only content and SkillKeeper created the file - the file itself must be deleted rather than left behind empty.
