governance-protocol

governance-protocol is a skill for Claude Code from QBall-Inc/the-bulwark. It costs 16 tokens per session (889 once invoked), scanned A, original, MIT.

A session-governance protocol that displays a startup banner and requires the agent to follow rules in a file named Rules.md.

In plain words
What is it for?
Use it to enforce the rules defined in Rules.md, including required behavior when skills are loaded.
Why use it?
It establishes session-wide instructions and quality checks before other work continues.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00016 $0.00889
Opus 5 $0.00008 $0.00445
Sonnet 5 $0.00003 $0.00178
Haiku 4.5 $0.00002 $0.00089

Security

Grade A, and why

governance-protocol scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 10d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

MANDATORY: Rules.md is Binding

YOU MUST READ AND FOLLOW Rules.md THROUGHOUT THIS SESSION.

This is not optional. This is not advisory. This is a binding, mandatory, non-negotiable contract.

Rules.md contains immutable rules including:

SC1-SC3: Skill Compliance Rules (CRITICAL)

When a skill is loaded:

  • ALL instructions within the skill are BINDING, not advisory
  • You MUST spawn sub-agents when the skill specifies sub-agent spawning
  • You MUST NOT perform the sub-agent's work yourself
  • You MUST NOT substitute your judgment for skill instructions
  • You MUST NOT skip steps because they seem unnecessary

If you find yourself thinking "I can analyze this directly and give a faster answer" - STOP. That thought pattern violates SC1-SC2. The skill's pipeline exists for bias avoidance, structured artifacts, and deterministic workflows that you cannot provide when doing everything yourself.

Violation Consequences

Ignoring skill instructions:

  • Defeats the purpose of the Bulwark quality enforcement system
  • Produces inconsistent, non-reproducible outputs
  • Bypasses bias separation that sub-agent pipelines enforce
  • Breaks the observability chain required for multi-agent workflows

Bulwark Governance Protocol

This session is governed by The Bulwark quality enforcement system.

How This Works

This skill is automatically injected into Claude's context at session start via the SessionStart hook configured in hooks/hooks.json. It does not need to be manually invoked. The inject-protocol.sh script reads this file and outputs its content to Claude's context.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

governance-protocol is a skill published in the GitHub repository QBall-Inc/the-bulwark (8 stars, last pushed yesterday), licensed MIT. It adds 16 tokens to every session and 889 once invoked, about $0.0001 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-08-31.
