Установить не «какая норма похожа», а какое право применимо к вопросу на указанную дату. По умолчанию дата «сегодня» недостаточна: зафиксируй абсолютную дату и, если важен прошлый период, исследуй каждую релевантную редакцию.

- Прочитай
MATTER.md: вопрос, факты, дата актуальности, scope, класс данных. - Составь legal issue tree и список возможных источников по иерархии.
- Найди официальный текст и проверь:
- полное название, номер, дату принятия;
- орган и компетенцию;
- официальное опубликование;
- дату вступления в силу;
- статус и редакцию на нужную дату;
- изменения, переходные/заключительные положения;
- территориальную, предметную, персональную и временную применимость.
- Для каждой ключевой нормы зафиксируй точный locator: статья → часть → пункт → подпункт → абзац.
- Проверь акты высшей силы и смежные акты. Ищи:
- коллизию, пробел, дублирование;
- специальную/общую норму;
- материальные/процессуальные связи;
- делегирование подзаконному акту;
- пределы дискреции и компетенции;
- доступный механизм защиты.
- Проверь официальное толкование и релевантную практику Конституционного Суда/Верховного Суда через отдельный skill/role, если это влияет на meaning.
- Отдели:
- действующее право;
- законопроект/проект акта;
- утратившую силу редакцию;
- временную/приостановленную норму;
- soft law/методические рекомендации;
- рабочий перевод.
- Занеси источники и exact extracts через
$source-provenance. - Сформируй rule synthesis: правило, элементы, исключения, условия, consequence, authority, uncertainty.
- Ищи неблагоприятную норму/исключение, прежде чем объявлять вывод устойчивым.
