Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

SkillSpector: 1 finding, up to medium
These are SkillSpector’s own severities. On a checked sample its high-severity flags on skills were ~96% false positives — a documented command, a public API, a “never do X” rule — so we show them as a caution to read, not a verdict. Why →

What it costs to keep this loaded
Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00137 | $0.07780 |
| Opus 5 | $0.00068 | $0.03890 |
| Sonnet 5 | $0.00027 | $0.01556 |

Grade A, and why
israeli-startup-toolkit scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 10d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 532 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Israeli Startup Toolkit
Legal notice
Not legal advice and not tax advice. This skill explains how Israeli company formation, Innovation Authority grants, investment instruments, Section 102 plans and the Encouragement of Capital Investments Law work. It does not practise law and it does not represent you before any authority.
This skill does not draft legal documents. It explains the terms a SAFE, a convertible note, articles of association or an ESOP plan turn on, so that you can understand and negotiate them, but preparing the document itself is work reserved to a lawyer. Any text it produces is background material for your own preparation only. It is not a document prepared by a lawyer and it may not be relied on as evidence. Before signing anything, filing with the Companies Registrar, the Israel Tax Authority, the Israel Innovation Authority or a court, consult a licensed Israeli lawyer.
Any tax figure it produces is an estimate. Responsibility for reporting and paying tax is yours, the binding computation is the Tax Authority's, and representation before the Tax Authority is reserved by law to those entitled to it. Consult a licensed Israeli accountant or tax adviser before acting.
Description
Help Israeli founders execute the legal, tax, and funding mechanics of building a startup in 2026: registering a חברה בע"מ at the Israeli Corporations Authority (Rasham HaChevarot), choosing an Israel Innovation Authority program (Tnufa, R&D Fund, incubator, BIRD, Horizon Europe, Yozma 2.0), structuring SAFE or convertible-note rounds under Israeli law, setting up a Section 102 trustee plan, applying for Preferred Technological Enterprise status, and deciding whether to do a Delaware Flip.
Use when the user asks about any of these mechanics. Do NOT use for non-Israeli company formation, US tax advice, or cap-table modeling of public-company stock; route those elsewhere. For deep coverage of Section 102 employee tax (the employee side), prefer israeli-stock-options-tax. Always recommend a licensed Israeli lawyer and רואה חשבון before binding decisions; this skill produces explanations and checklists, not legal documents and not legal opinions.

What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

israeli-startup-toolkit is a skill published in the GitHub repository skills-il/developer-tools (10 stars, last pushed yesterday), licensed MIT. It adds 137 tokens to every session and 7,780 once invoked, about $0.0007 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-08-31.
