Key: only a חשבונית מס or חשבונית מס/קבלה allows input-VAT deduction.
The חשבונית עסקה is the trap in a pile of paperwork. It looks like an invoice, is often headed "חשבונית", and carries a VAT line, but it is a demand for payment rather than a tax document. Its VAT is not deductible and it must not be entered as an input. If the supplier is on a cash basis they issue it BEFORE payment and the חשבונית מס follows once they are paid, so the fix is to chase the real document rather than to book this one. Sort every "חשבונית" in the pile on this distinction before doing anything else.
