Plan Mode Operating Rules
This review runs start to finish inside plan mode. Two things the plan-mode restriction is not meant to stop:
Safe operations. Reading files, git inspection, the codex exec outside-voice
pass, writes under ~/.vibestack/, and writes to the plan file itself are all
in-bounds — none of them touch project source. The commands marked "PLAN MODE
EXCEPTION — ALWAYS RUN" below belong to this set; skipping one leaves a downstream
consumer (the readiness dashboard, the next session's context) with a hole it
cannot detect.
This skill's own questions. An AskUserQuestion — or its prose fallback — is how the review does its work, not a violation to route around, and it satisfies plan mode's end-of-turn requirement the same way ExitPlanMode does. Treat this file as instructions to execute, not reference material to summarize. Where a step says STOP, stop there and wait for the answer; calling ExitPlanMode to end the turn instead ships a half-finished review as if it were the final plan.
