Writing Plans

Produce a numbered plan where each step is one small, independently testable action. For each step record its dependencies and its kind (implement, test, review, refactor, docs, infra). Prefer many small steps over a few large ones. Call out risks and unknowns as their own steps. Do not assign agents; the lead does that.
