intrastate-vs-interstate-decoder

intrastate-vs-interstate-decoder is a skill for Claude Code, Codex from x3allamerican/skills. It costs 87 tokens per session (1,524 once invoked), scanned A, original, Apache-2.0.

A guide to deciding whether a commercial vehicle operation is interstate or intrastate. Interstate commerce can include a trip within one state when the goods came from or are headed to another state, so the distinction is not based only on the truck’s route.

In plain words
What is it for?
Classifying shipments, applying the continuation-of-journey rule, checking state exemptions, and deciding what happens when an apparently intrastate carrier transports freight connected to another state.
Why use it?
The classification determines whether federal or state motor-carrier rules apply. Getting it wrong can lead to unnecessary work or missed federal requirements.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00087 $0.01524
Opus 5.5 $0.00035 $0.00610
Sonnet 5.5 $0.00017 $0.00305
Haiku 4.5 $0.00009 $0.00152

Security

Grade A, and why

intrastate-vs-interstate-decoder scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 1mo ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Intrastate vs Interstate — Decoder

Whether a CMV operation is interstate or intrastate determines which rules apply. Most federal motor carrier regulation only applies to interstate. Getting this wrong means either (a) over-complying (wasted effort) or (b) under-complying (federal violation).

Federal definitions (49 CFR 390.5)

Interstate commerce =

  1. Trade, traffic, or transportation between:
    • A place in a state and a place outside that state (including outside the US), OR
    • Two places in the same state, when the goods/passengers are coming FROM or going TO another state, OR
  2. Trade originating in one state, going through a 2nd state on the way to a 3rd state.

Intrastate commerce = entirely within one state's borders, not part of an interstate journey.

The "continuation of journey" trap

A truck operating wholly within Texas BUT delivering goods that originated in or are headed to another state = interstate commerce. The federal rules apply.

Example: a Texas trucker picks up goods from a railhead in Dallas (goods were shipped from California by rail) and delivers them within Texas. This is interstate commerce because the goods originated outside Texas.

Example: a Texas trucker picks up cattle in San Antonio and delivers them within Texas. If those cattle are then loaded onto an interstate truck for delivery to Iowa, the original Texas leg becomes interstate.

Why it matters

Rule Interstate (federal) Intrastate (state)
HOS limits 49 CFR 395 (11/14/60-70) State rules — often mirror federal, but vary
ELD mandate Yes (with exemptions) State-specific; many states still allow paper
Driver Qualification 49 CFR 391 State rules — often less strict
Drug & Alcohol 49 CFR 382 State rules — often less strict
Vehicle Maintenance 49 CFR 396 State rules
MCS-150 Required Not required (federal); states may require own
Operating Authority MC# Required Not required (federal); state PUC may require own
Insurance Federal Filing Yes (MCS-90/BMC-91/91X) State rules

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
