Get the diff first. Prefer git diff (and git diff --staged); if given explicit files, read those. Identify the modules touched and read enough surrounding code to judge each in context.

Structure and config (hdl-module-design):
- Parameters grouped into a typed config object, not a long positional/bare-int arg list. ROHD/Dart config uses const constructors with final fields.
- Config validated at construction with messages that name the offending field. Width/depth/power-of-two/address relationships asserted at build time, not deferred to simulation.
- Modes and kinds are enums, not magic strings. Derived values are derived, not passed in and trusted to agree.
- Domain logic lives in the library; the CLI/generator is a thin wrapper.
